1. Campus Planning Committee Orientation
Background:
Carole Daly, chair, provided an overview of the responsibilities of the Campus Planning Committee (CPC) and the subcommittees as described in the mailing. All committee actions are advisory to the University President.
Staff provided a summary of the Long Range Campus Development Plan as described in the handout. She explained that the Long Range Campus Development Plan is used as a basis for all decisions made
by the committee. She explained how the CPC is involved in establishing policies and patterns such as the recently adopted East Campus Development Policy (summary handout provided), Sustainable Development Plan, and Guidelines for Outdoor Lighting. All of these documents are available on the University Planning Office web page.
Staff explained how the CPC becomes involved in a project. For each project, the CPC chair appoints a user group that works directly with the architect. Each user group is made up of faculty, staff, and students, including a CPC representative who is responsible for providing the CPC's perspective and maintaining communication with the CPC. The CPC reviews each project during the schematic design stage, focusing on the exterior building and landscape design within the context of the overall campus character.
Staff reviewed the 2003-04 work plan for the full committee and the subcommittees. Some of the projects the committee will work on include Heart of Campus, Living Learning Center, Outdoor Lighting Plan - Part Two, Arena, East Campus Framework Study and the University Health and Counseling Center. The next CPC meeting will address the CPC's involvement in the Arena's design process.
Committee members turned in their subcommittee preference forms.
Returning members were excused from the meeting if desired.
Chris Ramey gave a slide presentation on the history of the campus and the campus planning process. He explained that the primary legacy of Ellis Lawrences work is the established system of open spaces. Ramey went on to explain the six principles embodied in the Oregon Experiment and the primary principles and patterns of the Long Range Campus Development Plan.
