Background: Staff announced that she had initiated the process to update the Long Range Campus Development Plan. She said the DPIT subcommittee will hear more about it at an upcoming meeting. Once more information is available, she will notify the full committee.

Steve McBride, Athletics, introduced the proposed plaza as described in the meeting mailing.

Larry Gilbert, CMGS, described the proposed plaza design. All existing trees will remain and about six to eight new trees will be planted. The sidewalk will be widened. Existing parking spaces will be replaced in the existing large paved area west of the Bowerman Building during non-event days and in the redesigned 15th Avenue angled parking area that was recently reviewed and approved.

Larry said the user group reviewed a number of design options before deciding upon the design presented. The design intent is to create an architectural element that relates to Hayward Field's size and world-renowned image and history. The design will serve as an entrance to Hayward Field and the campus as a whole. The gateway element at the 15th Avenue intersection has not been defined, but it likely will be similar to the University Street entrance. Lights will probably be incorporated.

Larry added that a new rail along the track edge will enhance viewing. The new terraced lawn bank will accommodate about 400-500 people. Ticket taking, but not ticket sales, will occur. The materials will match the Bowerman building--brick, concrete, concrete block, and special pavers.

The signage and graphic design have not been resolved yet. Two options were presented in the meeting mailing. Both have graphic panels similar to those on Mac Court to announce and celebrate upcoming track events without advertising. He added that the columns may have a torch. In addition, there will be a freestanding signpost designed as a sculptural element to connect with world track venues.

All fencing will be ornamental, similar to the fencing along 15th Avenue adjacent to the new field.

Discussion: In response to a member's question, Larry said the panels would be screen printed on a vinyl material. Another member said the Campus Outdoor Sign Plan considers signs that are seasonal (during track season) but installed every year to be permanent and subject to CPC review. The sign plan also prohibits advertising.

Larry said no new lighting is proposed. Members expressed concern about potential dark areas in the entry. The campus is continually assessed to ensure adequate lighting, so it is important for new projects to meet the same standards. Steve suggested the possibility of pier fixtures in the display area to ensure safety.

Responding to a member's question, Steve said the materials have not been determined, but they will relate to the Bowerman Building and Mac Court. Materials will include a mix of brick, concrete, and perhaps some stucco. Larry said ground surfaces will have a detailed, high-quality concrete finish with some special pavers.

Members discussed graphics and signage options. They indicated a preference for a design that emphasizes the "University of Oregon" since the intersection is a gateway to the campus. Also, the gateway components, e.g., the curb bump outs, light fixtures, and other design elements, should be used to help define the 15th Avenue entrance.

A member expressed concern about vandalism of the display panels and suggested looking at other options. Larry said other options were considered, for example using the back wall of the East Grandstand. A guest said the campus is filled with flat surfaces that are subject to graffiti. Therefore, this cannot be used as the sole reason for altering a design.

A member said the proposed design achieves the project's goals well. The outer zone will be successfully a part of the campus, the middle zone will tell the story of Hayward Field and draw you in, and the inner zone will effectively serve event goers and the entire community.

Steve said the plaza will not be used for ticket sales because most track meets don’t warrant a need for an additional sales area. Also this location has the lowest foot traffic on meet days. It is not likely to become a main entrance, even with the amenities, because it is not close to the primary parking areas.

Action: The committee unanimously agreed that the proposed schematic design for the Hayward Plaza is consistent with the Long Range Campus Development Plan and recommended to the president that it be approved subject to the following conditions:

Steve introduced the project explaining that the new building will consolidate maintenance and concession functions. One of the existing maintenance buildings is in the plaza area, which is not an ideal location. After thorough analysis, the proposed location was chosen because it enhances operational efficiency for both maintenance and concession uses.

Linn West, Affolter, West and Jones, reviewed the building's design as described in the meeting mailing. The new building will be located on the site of the existing main maintenance building, which is marginally functional and in poor condition. The building materials will be consistent with the Bowerman Building--brick, concrete block and a similar roof pitch. The building is designed to keep a low profile and to blend in with the area.

Discussion: A member noted how nice the Spencer Butte views are from the East Grandstand and questioned whether the proposed building would block them. Linn said the building will be 23 feet tall (the existing building is 14 feet tall). The adjacent scoreboard is significantly higher.

In response to a member's question, Linn said the roof will be a standing-seam metal roof if the budget allows or composition shingles to match the Bowerman Building.

Action: The committee agreed unanimously that the proposed schematic design for the Hayward Field Facilities Building is consistent with the Long Range Campus Development Plan and recommended to the president that it be approved.
